You don't know who the previous tenants gave keys to. Rekey costs less than full replacement and ends the question.
You lost a set
Or a set walked. Either way, the old keys stop working the same day and you get a fresh set.
After a burglary
The locks are physically fine but security is compromised. Rekey gets you safe again without changing the hardware you already paid for.
